The Hillyard Subarea Plan, initiated in 2023, is designed to address the neighborhood’s infrastructure deficiencies and economic challenges while preserving its historical character.
Targeting priorities such as infrastructure improvements, environmental remediation, economic development, and community engagement, the Subarea Plan focuses on revitalizing six key areas, including two business districts, industrial zones, and residential neighborhoods.
The Subarea Plan includes strategies to counteract effects of the North Spokane Corridor and its connection to Interstate 90 by making Hillyard more walkable and appealing for businesses, residents, and visitors. While these major roadways have improved regional traffic flow, they also divert significant traffic away from Hillyard’s main streets, contributing to economic harm.
Addressing the environmental challenges of former railway contamination, the plan leverages funds from the Environmental Protection Agency and the Brownfields Grant Program to transform underutilized properties into community assets. It also prioritizes community engagement through public meetings, surveys, and workshops, enabling residents — including Rogers High School students — to shape efforts that honor the neighborhood’s history while addressing its current needs.
